David Timothy Milligan died in his home at Inniswood Village on November 6, 2023, at the age of 79. Tim was an Attorney at Law for 52 years. He served on the Westerville Board of Zoning Appeals for over 11 years including 3 years as Chairman. He was selected to 6 terms as Ward 3 Representative to the Franklin County Republican Central Committee, and served as Chairman of the City of Columbus Board of License Appeals, Journal Clerk at the Ohio House of Representatives and Law Clerk to Chief Justice C. William ONeil, Ohio Supreme Court. He was a graduate with the Class of '61 from Westerville High School where he won first place in the mile and the half mile runs in the league championship his senior year and was a starter on the football team. He was a graduate of the Ohio State University where he was President of Phi Delta Theta and Phi Delta Phi fraternities and was OSU Director of Fraternity Relations. He was a member of Romophos and Bucket and Dipper honoraries. He was a graduate with honors of The Ohio State University College of Law and had a couple of articles published in the Law Journal. He attended Trinity Lutheran Seminary and had an article published in the Seminary Review. He served as President of Amalthea Historical Society, was on the Board of Columbus Area Council on Alcoholism, House of Hope, Concord Counseling Services and Inniswood Garden Society. He was National Executive Secretary of the Order of Symposiarchs of America for 42 years. He was Assistant for Pastoral Care at Central College Presbyterian Church where he was an Elder. He volunteered and served as President of Inniswood Volunteers, Inc.

He is survived by his wife, Maxine (Throckmorton) Milligan; daughter, Molly (Milligan) Csaszar and son-in-law Jordan Csaszar; a granddaughter, Rylie Milligan, a grandson, Kohen Milligan; brother, Fred J. Milligan, Jr. and his wife Carol Milligan and many other beloved aunts, uncles, nieces, nephews and friends. He always felt children are a gift from God.

Tim has a gentle, kind heart and is remembered as a "listener like no other"..."easiest person to talk to". People have said they will miss him like no other.

A visitation will be held Monday, November 13th from 1-3 p.m. at Moreland Funeral Home where a service will follow at 3:00 p.m.

Dear Maxine and family, I am so sorry to hear of your loss. I remember all of you so fondly. Tim was our lawyer, and I loved taking care of Molly as an infant. My sympathies are with you and I pray God’s love and strength over you and your family🙌👏🦋🕊️✝️💟🙏

TIm and I were classmates in law school and had many mutual friends. I remember him fondly as an outgoing, fun-loving and caring person. He will be missed.
